Maybe someone just throws Rare Candies to ponds and rivers. That's how the Magikarp level up.

If Magicarp runs out of Splash, doesn't it use Struggle? Wait... is Struggle a move?

I have a good question: How do wild Magikarp level themselves up? All they know at first is Splash... You have to send out Magikarp and then switch another pokemon into the battle so Magikarp gets half of the ex. points. It takes a long time to level up but at least you can still do it. Also, Day Care, and rare candies are alternatives.
