I figure Recon planned to do the Team Aqua and Magma apperances as shown in Emerald, because that's how they make the most sense. He's probably had it planned that way since before Emerald was announced, but I doubt that he would have thought of a few of the things from Emerald, such as Team Magma wanting rocket fuel to make the volcano erupt.

In short, we'll just have to wait and see what else Recon does with them besides basic "duh" things (by which I mean not having Team Aqua make a volcano erupt with a meteorite).

And don't forget about this guy... He will most likely play a part somewhere down the line.
