1.The people of Hoenn don't play baseball so Brendan won't be able to find a Baseball bat to put nails into.
2. Wally is to young to be allowed to even touch an Axe let alone use one.
3. May won't agree to being bait/eye candy.
4. They are outnumbered, and Recon may give them better intelligence than ingame so they probibly won't attack in single-file.

2. ...There's no such thing as an age limit on...axes...

4. Ingame, it was Aqua who was outnumbered by you...You did take out their entire HQ...

You would think that if there was more than one Aqua/Magma/Rocket member they would just beat you up, or all attack you at once.
The thieves don't need to follow the Pokemon League rules.

...It's an episode...it aired in the US...they just cut out that scene though...I seem to recall 3 swimsuit episodes.
