Actually... "whose that pokémon?" is kind of a joke..

But....

1. It could really be Rocky in his evolved form
2. It could be Rocky, not evolved, just some hoax to get your hopes up..
3. It could be one of the any poochyena that Team Aqua or Magma own, in it's evolved form.. or not.
4. It could be something totally else.
5. It could be a moose!

An appearence of a ditto also wouldn't make much sense. The chance of one appearing is less than 1%.
