Actualy going by there Outfit's being that of house maid's and there number's I'd say they are at least 18 year's or older, Big Boob's don't indicate everything, most of the time anime girl's don't have that big a chest, it's usualy the badly writen anime's that have every fliping girl with size quadruple D breast, most anime use Breast size as a joke between female character's but for the most part the less perverse artist tend not to think much about breast size's. Seriously, look at the Pokémon cartoon: young female characters = small chest. Adult female characters = large to extremely large chest.
