If you take Charmander, just get a Paras and farm the hell out of it till its up there in levels. Teach it Bullet Seed. Or get an Oddish, level it up. Teach it Bullet Seed. Sure with Oddish it would be harder but not impossible. Its what I usually do. Paras and Oddish suck. 2HKO with Bellsprout's vinewhip on Staryu, and Starmi went down pretty easily, with combo's of poison powder and vine whip. And Super Potions. I always had trouble with Misty but I never choose Charmander I always got Bulbasaur, but for a good pokemon to use against her, catch a Pikachu early on and train it up after you pass Mt. Moon... Mind you I've had trouble Even with a Pikachu but still...

I'd rather not comb viridian forest for several ours. Bellsprount/ Weepinbell ae strong.

At least I dont remember if they are or not. Been playing Emerald instead.

Been playing sapphire and when I faced Norman I had 11 caught.

And while speaking of Norman, I think he is one of the toughest Gym Leaders ever. When I battled him in my first Ruby, I lost like three or four times before I beat him.

I lost 0 times but all I had left on my team was Combusken and egg my Shedinja failed me.

Yes Norman is a pain in the butt. I usually have a Kirlia with Trace only so that it can't be confused. But even then, its a pain.

Except that Double Kick doesn't cause flinching and Norman's first pokemon uses Teeter Dance that confuses your pokemon.
