Most of the leaders have mutants. For example, Swablu evolves at level 35, not at or before 33 like Winona's Altaria implies.
Yes, Manectric is a real pain. The most recent time I battled Wattson was the only time I chose Mudkip. Marshtomp won, but with 7 HP left after being at full health before that dog. I thought Manectric had poor defenses, but apparently it can take a Mud Shot quite well.

I usually spam the first Mud attack. The one that lowers Accuracy. It works out well.

His Magneton is pretty strong too. (And it's also a mutant.) I remember how my Grovyle managed to beat it, but it took ages.

If I start with Tourchic, his Megnaton is a push over. I just spam Double Kick and other Fire based attacks I have. Gotta love Steel's common type weekness ^_^

Guys, they're not mutants. You can catch level 5 Golbat and level 15 Gyrados!

Pidgeotto in Yellow can be caught at very low levels in the Viridian Forest, but I have never heard of a wild Altaria let alone an underleveled one. How about Flannery's Camerupt? Wild Camerupt are found at Stark Mountain, but at level 26? There seem to be more than a few improbable Pokemon on Gym teams.
I have a theory: in the olden days in the Pokemon world, evolved Pokemon were more common in the wild. Thus Flannery would get her Camerupt from her grandfather, Winona would get her Altaria from somewhere and Wattson would have got his Magneton and his Manectric at any time given his age. I could be wrong, though.

That's a good theory, but it still doesn't explain why the pokémon you mentioned evolved so early. I say they're all mutants, and that's that.
Oh, and you can find wild Altaria at the Sky Pillar.
