But why would they need Rocky to get any of those pokemon? Rayquaza lives on Sky Tower, Deoxys is in a triangle right now, and the comic was made before DPPt were announced so Recon couldn't have thought of Sinnoh legendaries.

I think it's a chemical or weapon.

Rocky could be a key to get through sky tower, because aas far as I'm concerned, this team is like a "Team Sky" or somethin' like that, and they want Rayquaza, cause everyone knows we're running through the emerald game, and the main here is: Rayquaza.
