Why cant it be Rayquaza? I mean they have green uniforms and Rayquaza is green. Just like how Aqua is blue for Kyogre and magma is red for groudon. =/
(Recon shud just add Team Rocket in just for the hell of it, they're so much cooler, theyre the mafia ^_^)

I think Pokémon-X is some kind of weapon, possibly ancient one that has something to do with Rayquaza. this machine could use Rayquazas power to summon Deoxys or missingno |

Recon can cause chaos himself in the comic, there is no need for Missingno to do that.
Recon should put in Mewtwo, Other than Arceus he can do everything all the other legendaries can.

They could use the legendaries to spread a giant bio weapon? Kyogre with the Rain, Rayquaza with the wind, and Groudon with um...pollen.
