In Gen III, it has no effect. It only has an effect in Gen IV. And it's effect is when the holder is hit by a super effective move, the pokemon recovered 1/4 of it's HP.

On the subject of Generation III, I have to say that it is my favourite generation. Hoenn is a great region and the Pokemon are great. I have trained the following to at least level 50:
Sceptile Ludicolo Gardevoir (twice) Swellow Aggron Camerupt Swampert Breloom Shedinja Torkoal Altaria Solrock Tentacruel Ampharos Ursaring
Also, I believe altering the Trendy Phrase in Dewford Hall shuffles the position of Feebas, but then it is still just as hard to find, so a trade if you can get one is best.

Im playing on Emerald so I cant trade.
I gave up on that for now. Im at Fortree gym (I left Emerald for ages) and mmy team is now at lv 37,

My only recommendation is that you get Haunter traded to obtain Gengar if possible.
Also, Route 119 is dry at times. Some portion of Route 120 is always riddled with a torrent.
