Also, Route 119 is dry at times. Bull. And I don't even have a GBA, so no trading for me.

Also, Route 119 is dry at times. Bull. I guess I have amazing luck then, because my Fire Pokemon usually have nothing to worry about when they go jungle exploring. The screenshot: It does rain there occasionally, but not all the time for me.

That's just crossing into it, you have to take a few steps into for it to start raining. Seriously.

I guess I just have better weather luck than most, because I spent thirty seconds walking to the Institute with no trace of showers. Has there ever been a time when you have been there and it has been dry?

Gooman, I was just on Bulbapedia and it says that Rt 119 has variable weather conditions. So I guess it varies day by day....or something. There's a 4 day cycle of rain-thunderstorm-rain-clear.

Yeah it only rains on certain days. The first day I went to the route it was clear, the next there was a thunderstorm.

URGENT QUESTION MATES!
I have 47 BP right now at the Frontier, and soon will have 48, enough to teach one of my Pokemon a cool move. However, which one? Here are my choices:
Breloom - Brick Break - Mach Punch - Return - Leech Seed New Move: Rock Slide
Ampharos - ThunderPunch - Strength - Thunder Wave - Light Screen New Move: Fire Punch
I was thinking that either one of these three moves would work:
Return -> Rock Slide (Breloom) Leech Seed -> Rock Slide (Breloom) Strength -> Fire Punch (Ampharos)
I am sorely lacking Rock offense (1/10 Pokemon) and have plenty of firepower (3/10 Pokemon), but Ampharos is better suited to Fire Punch than Strength. Advice?

You could always go for both.
Also, strength should already be disposed of as there is no purpose for it once you reach a certain point in the game.
